The twenty-sixth Chapter of Cinder kind goes back to the same filler. We see Kai going to a pretty important meeting. This meeting feels like most of the leaders of the world are gathered to try and come up with a solution to the Lunar problem.
In the end it is not hard to imagine that the Queen is trying to intimidate everyone especially Kai. Kai clearly believes that marrying her is not the only option and is trying in vain to find an alternative.
